In the early Qing Dynasty,rulers took a series of measures to fulfill the Kangxi and Qianlong Periods of Splendour.However,these caused sharp expansion of population and cultivated lands and shrink of forest area.At the same time,war,the development of civil engineering and handicraft industry destroyed forest resources seriously.
