An Analysis of China's Fiscal Transfer System

Abstract

The existing fiscal transfer system of China plays a positive role in improving the regional wealth distribution and public service but it still has some defects.A correct analysis of this fiscal transfer system will help improve it.Thus,the clarification of the policy goal,the transformation of the government functions,a rational sharing of the administrative and fiscal rights and the standardization of its transfer forms with proper legal construction should be taken into serious attention.
