The cultural policies of the Late Qing dynasty evolved with the economic and political development. From autocratic cultural policies to the doctrine of Chinese learning as fundamental principle and Western learning for practical use, the cultural policies had a great change, but their core had a strong feudal nature and a clear political flavour.
