Abstract
In history of political civilization,constitution is a milestone which indicats a new chart of political civilization.Constitution is a guarantee of human rights which are the ultimate attention of political civilization;Constitution leglizes democracy which is the guarantee of political civilization;Constitution is a basic law and rule of law is a fundamental mode of political civilization;Constitution is the base of constitutionlism and constitutionlism is the core of political civilization. Constitution can not be parted with political civilization .
