Abstract
Land is the most basic resources for agricultural production, and land transfer can activate the circulation of rural land and the rural economic development. The land transfer is the objective needs of agricultural development in the new stage of the innovative land management system. Comparative benefits are an internal driving force for the land transfer in the rural area. Modern agricultural development requires objectively the land transfer in the rural area to place small pieces of land owned by individual farms together under large scale management at the new development stage. Present laws and policies have provided policy support for the transfer of land.
