Abstract
Urban environment is the platform of urban management,and favorable urban environment is the objective of urban management.The two sides interact with each other.As the subject of urban management,government,social(agents),enterprises and citizens form two favorable ways of urban environment management,one from bottom(citizens) to top(government),the other from top(government) to bottom(citizens).
