We should try to find more ways to avoid government failure while carefully analyzing the reason of it. To transform government's function is one of the ways to avoid government failure: the first is to change our traditional modes of thought and transform government's management; the second is to establish and perfect our law system and conform government's action; the last is to cultivate and amplify social media organization.
