Abstract
The wording of property is not accurate,and it has misled the reform of state-owned enterprises.So rationalizing property rights is probably more appropriate for the reform requirements,which include three aspects: rationalizing property rightstells more about property than clarifying property rights;rationalizing property rights not only means clear property rights,but also means protecting property strictly and ensuring their free and orderly flowing;from the whole placement of the state-owned economy,rationalizing property refers to the adjustment of the distribution of state-owned economy in different industries in order to ensure the dominant position of socialist public ownership system.
