Abstract
The relation between government and market has experienced several major historical changes,yet no ideal cross point has been found.The public choice theory holds that function of government lies in where market is out of order,that is,to provide public goods.The public choice mechanism carrying out government function gives rise to contests between beoefits and strengths,and finally leads to failure of government because of self-interests and rationalism of the economic man in politics.The public choice theory acknowledges necessary involvement of government,yet objects excessive intervention of it.It tries to make use of system control in!search of a kind of new balance between government and market,thus to provide a new reading for relation between government and market.
