Abstract

The positioning of decides the development trend and future of education.The issue whether refers to higher education or vocational education is related to the setting up of training targets and level of schools and the future of school graduates.Should be directed to low level or high level,or how should the two be connected? The mode of German and Japanese,whose economy have developed rapidly since World War Ⅱ shows a lot of guidance to us.
