In a condition of the rapid development of science and technology since 1990s,Comrade Jiang Zemin,based on the realization of leaping development of our society and economy and the demanding for our country’s sovereignty and security,creatively put forward the scientific and technological innovation thought.Jiang’s scientific and technological innovation thought,pointing out not only the basic principles but also the practical ways of scientific and technological innovation,is of teoretical and practical significance.
