Measurement of the Human Capital Depreciation in Shanghai and Empirical Study of its Social Causes

This study utilizes Johnson income equation and the investigation data of scientific and technological personnel in Shanghai to measure the human capital depreciation of Shanghai.Compared with foreign scholars’ results,the depreciation of human capital in Shanghai is more serious.The social causes of the depreciation of human capital in Shanghai has been discussed.This study considers the unbalanced investment of human and physical capital and the imbalance of human capital stock and effectiveness are the social causes which have led to the human capital depreciation in Shanghai.The empirical examination of the social causes of the human capital depreciation in Shanghai has been taken by using the data of Shanghai from 1992-2008.Finally obtaining the related conclusion and political suggestion,pointing out the insufficiency.
