Abstract

In the Political Report of the 17th Congress of the CPC, Hu Jintao gave a full exposition of the construction and development of the socialist democracy. This is an inevitable result of taking China's own road since reform and opening. Different from the western democracy, the socialist democracy is substantive democracy rather than form democracy, and it is a political basis and a safeguard for building the socialist harmonious society. While the western democracy is the result of specific stage of human history, the socialist democracy is a new kind of democracy that human created for solving new problems in the process of social transition into post-industry society.
