Building the Perfect Environment for the Administrative Enforcement

In the light of the problems existing in the market competition such as the unfair enforcement,this paper puts forward that improving the environment for the administrative enforcement must start from the conceptional environment,economic environment,enforcemental environment and the judicial environment,and build an independent,fair and personified environment for the administrative enforcement.
