The Technical Monopoly and Property Non-Monopoly in Natural Monopoly Industry

Based on brief analysis of the characteristics of technical monopoly in natural monopoly industry,the author introduces the theory of modern property economics and puts forward the hypothesis of property non-monopoly. The authorb elieves that the access right in natural monopoly,the right of access and compet ition in quasi-monopoly industry and the power of management in all natural mono poly industry should be distributed and transacted according to the principle of market competition. The author further analyzes the traditional method used to govern natural monopoly and explains that it is not effective enough. Based on this,the author points out such property distribution and transaction modes as replacement of state-owned department with non-government department,and open market transactions.
