Profound changes in traditional college personnel management modes,management theories and management methods have taken place as a result of college personnel system reforms,modern management theory evolvement and the application and popularization of network information technology in management.College personnel management is becoming increasingly professional and complex,which requires more comprehensive qualities and superior management capacity of secretaries of schools and departments.An effective approach to developing personnel secretary teams is to advance college staff system reforms and to establish a recruiting and educating mechanism in accordance with characteristics of college management.
