Reflections on Emergency Culture Construction in China

The normalization of the public crisis,crisis management,security technology and emergency culture constitutes the three support and security elements of public crisis response and administration work,The comprehensive strength of the all three would determine the emergency validity and success or failure of the crisis management in a large part.Based on the analysis of the intension and function of the emergency culture,the paper absorbs the successful experiences of emergency culture construction in the developed countries,points out the basic principles of the emergency culture construction and formulates the approach of emergency culture construction which is dominated by the government and based on the emergency state culture,centered in the emergency spirit culture,backed by the emergency behavior culture,supported by the emergency institution culture,aiming for providing value guidance and theory basis to emergency culture construction of our country.
