Abstract

Under the guidance and framework of theKyoto Protocol,global carbon emissions trading system operates and gradually forms a unified global carbon market.Among them,the more significant achievements are the EU Emissions Trading Scheme and the North America Carbon Emissions Trading Mechanism.Carbon emissions trading system has become the national economic interests of the race.Faced with this international trend,Chinese carbon emissions trading system has not been established comprehensively,which is lack of a unified legislative protection and international voice,and the government regulation is also not in place.We should take lessons from the EU Emissions Trading Scheme and the North America Carbon Emissions Trading Mechanism to further improve China's carbon emissions trading system in legal system,market transactions,government regulation and international cooperation.
