Abstract
Mineral resources can not be recycled. The traditional development of mineral resources is characterized by high-consumption,high-energy and high-pollution,which have largely wasted resources and deteriorated the environment. The mineral resources must be developed in a recycling way, rather than the traditional utilization. This paper, based on a case study on Henan province, expands the basic principles of recycling economy, and presents some suggestions to carry out the mining recycling economy from mineral exploration, mining, processing, waste using, and mineral products, etc.
