China's Rural Rattrap in the Background of the Rural Floating Population——Taking Village B of Eastern Sichuan Province as an Example

The continuous massive floating population of China's countryside in 1999s has an important significance in freeing many people from their land.However,cropping up with this floating population there are such new problems as the trend of hollowness in rural development,reduplication of rural structure and imbalance of rural administration,which affect rural governance.The solution of these problems requires systematic reform by turning floating of population into flexible transferring of right to use land and into migration in addition to reforming administrative system based on urban-rural dual structure and the urban selfish departmentalism.
