Abstract

Information assurance has become a critical factor of national security, which demands research efforts on building strategic framework for national information assurance. By studying information security as a technological and social phenomenon, we illustrate the manifestations of this problem within the technical and social context, and summarize basic principles of Internet deal with information security. Based on such a foundation, we propose the national information security strategies, known as ?432 strategies? They include five essential properties of information and information system security: confidentiality, integrity, availability, authenticity and controllability; four basic abilities which a secured information network should possess, the ability to defend, detect, emergency response , and reaction; three key elements, management, technology and resources, which support the proper functioning of information security system; two modules-management module and technical module-which constitute the fundamental framework to provide information security. All the above strategies collectively establish the foundation of national information security assurance.
