Abstract
The designing for new rural social pension insurance system,the new rural cooperative healthcare system and minimum living guarantee system has been done,with great improvements in relevant areas,whereas,the disparity between rural and urban is still obvious.Under the different security conditions and at different expenditure levels,financial budget plans should vary along with the rural social security undertakings.Based on the estimation of the future government revenue,the authors take that if only the government function could be transformed with the establishment of public finance,it's feasible within the future financial capacity of the government to implement a high level budget solution with a full coverage of rural social security programs.
