The Improvement of Current Public Security System in Universities under New Circumstances

The current economic state offour period superpositionand too fast development of university education under the social cognition of industrializationexert great challenge to current university security system,i. e. takes the lead,universities assist. There lacks a clearly defined national level law concerning current university public security system.Within the institution system,there is a severe displacement of role definition between public security units on behalf of the government and universities and university security bureaus. This discordant and disharmony are caused by inadequate understanding of political functions of universities. Public security units can only provide insufficient and fragmented police power for universities,while university security bureaus suffer a serious decline in their campus security management capacity,neither of which can fully carry out university security duties. It is critically urgent to improve laws and regulations concerning university public safety management. To meet the new situational requirements,it is necessary to improve public security institution construction in universities,to strengthen police power allocation,to enhance public security management efficiency,to improve current university public security institution,so as to well maintain and guarantee university public security.
