Abstract
The national economic legislation is coming true under the socialist market economic conditions. At this moment, the question of quality refers no doubt both to the unity of its quantity and speed and to the unity of its quantity and quality. The present article analyzed problems in the concept, system, and operational techniques and chief measures in its execution.
