The central city of metropolitan areas makes primacy-role in the Metropolitan Area development. The function of the central city includes polarization pervasion and innovation. The integrated function of Shanghai is greatest among all cities in three China-Metropolitan Areas,The function of the central city will be improved by programming area establishing harmony system and developing the central city.
