The Reform of Northeastern Old Industry Base and Deploying of Sci-Tech Resources

This theses analyses the problems in the deploying of sci-tech resources in the reform of northeastern old industry base, and gives out the mode of the deploying of sci-tech resources, I.e., the modes of the uniting of new subject coming in and old subject' reform, of the linking of the leading function of high-tech industry and the reform and rising of traditional industry and of the integrating of the in put of sci-tech project ad social resources. Based on these, this thesis gives the advice on the deploying of sci-tech resources in northeastern industry base reform, i.e., strengthening the fostering of innovative subject, focusing on both the leading role of high-tech industry and the reform and rising of traditional industry and to the innovative installation of social resources.
