Abstract
In order to cope with the modern social and economical development, new education idea should be based on the new of talents typified by overall-quality outlook, innovative outlook, practical and individual outlook and all-round and diversified quality outlooks be advocated. The author also advances and discusses new philosophical idea, new functional outlook, new natural outlook, new industrial outlook, new capital outlook, new development outlook, new reform and new quality outlook.
