In accordance with their contribution,capital,labor,technology and management take part in distribution belong to the category of primary distribution of national income,which is effected by unity of opposite relationship between price and value,between value and value in use.In allusion to illegal and unreasonable phenomenon in primary distribution of national income,we should use taxation adjustment and transfer payment in second distribution of national income.In order to give consider to justice and efficiency,we should achieve synergistic effect of second distribution of national income and primary distribution of national income.
