Abstract

Externality is the effect of person's behavior on the welfare of bystander.If the effect is negative,it's called negative externalities.On the other hand,it's positive if this effect is beneficial.Because externalities of transportation to economic development will have tremendous role in economic development,it is crucial to recognize clearly externality theory on application.
