Abstract
This paper provides a discussion on the basic conditionality and characteristics of a learning society and functions of higher education in developing a learning society in China. It is critical to continuously improve the science and knowledge level of our people and to build a learning society for all in the drive to achieving an all-round welfare society in our country. Higher education institutions must play the pioneering role as the most important force in constructing the learning society, accordingly, diversity in education operating and financing mechanisms in the higher education sector should be enhanced.
