The effectiveness of anti presupposes the scientific understanding of the concepts of corruption and bureaucracy.Presently there are various opinions on these two concepts.Actually is more extensive than corruption although they have some content in common.Mao Zedong and Deng Xiaoping share the same view that corruption is included in bureaucracy but different views on the causes of bureacracy,the former laying particular emphasis on ideology while the later on system, so they adopted different methods of building an honest and clean government.
