Abstract

The city and county-level island protection and utilization planning focus on practically leading and controlling,different from that of the national and provincial level.The technological requirements were analyzed,which contains feasibility,balance between overall and individual aspect,controllability and ecological protection.The framework in a case study of Qingdao city was put forward from the respects of island function subdivision,establishment of controlling index and distribution of important project.
