Establishing Method of Index System of Safety Assessment in Enterprises Based on Process Method

Aiming at the applying situation of safety assessment technology and the limitation of safety assessment system in construction, opinion that safety assessment system should be constructed based on the operational mode of modern safety management system is given. Process method in quality management is considered to be applied to safety management after the evolution of safety management is reviewed and the source and characteristic of such two typical safety management modes as Occupational Health and Safety Management System and Total Safety Management is analyzed. According to this, a model of safety management based on process method and the actual safety operation in enterprise is put forward. Finally, the framework of safety assessment system based on such four factors as hazard identification, management process, safety education and emergency response is established by the analysis of the above model.
