Abstract

The decisive factor of the co-ordination of the city and the countryside is the progress of urbanization, which is in turn decided by the speed at which the peasant workers turn into urban residents. The phenomenon that a large number of peasant workers went back to the countryside at the end of 2008 shows that the element to hinder the extra labor force from flowing into the other industries besides agriculture is not the census register system, but the social security system. To solve this problem,it is required that a proper value orientation for the social security system should be set, land transferring system should be perfected, and the function of those non-governmental organizations should be given a full play,so as to set up the employment security system for those peasant workers.
