Abstract
The article compares the tuition and fee systems in the higher learning institutions between China and USA, with regard to tuition scale, affordability of the students, revenues of the institutions, and assistance for poor students. Some recommendations are provided for higher learning institutions to improve their financial system as well as related measures concerning student tuition and fee.
