A Study of the Theory and System in Realizing Public Ownership

The Communist Manifesto,establishing the communist ideal of public ownership,gives no direct answer to its realization and it is not properly explained in socialist practice.The answer lies in the theoretical innovation and the construction of systems.The property issue in public might be explained and handled when we fix the connotation of public into the modern property relationship of separating property utilization from property ownership and when we establish a collective co-ownership theory of combining joint with private ownership.Meanwhile a feasible way to realize public might be paved by constructing such reasonable systems as the subject of state proprietorship,the legal position of rural collective,the management and utilizing of public property,and the distributive mechanism.
