Compare Public Administration and Public Management from the Angle of Politics

At present our academic circles yet do not extremely differentiate between public administration and public management,this situation gives rise to much block.This article analyses these two ideals from the historical development of the traditional public administration and the new public management,the foundations of the theory and the epistemology,the government functions as well as the mechanism for the policy goals,the way and the method of management,and the view about public servants.
