Concept of Legal System Reform and Its Significance

To Deepen the Comprehensive reform and promote rule of law construction in China make the two bright themes. However,because of the different thinking ways,they also have confilicts in many sides,and in order to do well in these two great works,we must handle the relationship between them at first. Only setting up the rightThe rule of law reforming view shall we see the social promoting functions about the reform and rule of law. In todays China,we couldn't resolve social contradictions and complete social transformation if not reform,and if not promoting the construction of rule of law both the reform would lose way and the social transformation would lose target. The construction of rule of law in China is a matter of national management system perfected and ability promoted,and also the country's stability and sustainable development. So we should treat the role of law as a goal but not tools,using its spirit to shape the decision- making process and leading the way of the reform. Given rule of law priority to reform is the main content of the rule of law reforming view and also a major change in the way of thinking of rule of law since the 18 th CPC National Congress.
