On the efficiency to ensure the fast processing procedure of minor criminal cases

Abstract
The fast processing procedure of minor criminal cases is emerged in the context of the criminal policy of tempering justice with mercy; it has a great significance to reshape the criminal judicial justice and efficiency value. The fast processing procedure of minor criminal cases should distinguish the scope of application that is to adapt to the light and light, the heavy and light, non-criminal, non-penalty and non-imprisonment to improve the efficiency of lawsuit. And meanwhile, for the problems in the standards of incrimination and the law enforcement, the prosecutors' discretion and the sanctions methods, the reasonable way both from the theoretical and practical aspects should be recommended to improve the procedure.
