The evaluation of modern marine industry development levels

The maritime power strategy is China's national strategy. With deep ocean development,the modern marine industry plays a prominent role in promoting the optimization and upgrading of industrial structure;it can also accelerate the transformation of economic development modes.Development of the modern marine industry is an important part of the construction of modern industrial systems and provides a new opportunity to occupy the high ground of marine industry development. Here,we propose the concept and connotation of modern marine industry,and that the development level of the modern marine industry should be evaluated using five aspects:overall size,industrial structure,technology support,development potential and industrial efficiency. We constructed an evaluation index system for the development level of the modern marine industry in line with the principles of science,hierarchy,maneuverability and goal orientation. We evaluated the development level of the modern marine industry from 2001 to 2011 using variable fuzzy recognition and kernel density estimation to analyze temporal dynamics. We found that Guangdong,Shanghai and Shandong belong to the higher level area of the modern marine industry;Zhejiang,Tianjin,Jiangsu,Fujian and Liaoning are in the medium level area;and Hebei,Hainan and Guangxi belong to the lower level area of the modern marine industry.Therefore,coastal regions should focus on their own characteristics of modern marine industry,strengthen guidance,encourage support from government,and strive to form a modern marine industrial development model with their own regional characteristics.
