Local Governmental Competition under the Background of Globalization

The development of market economy results in the government's competing for gaining more resources,political influence,and control power.Especially against a background of globalization,the governmental competition is changing from purely domestic competition to all-round domestic and international competition,from visible competition of capital,talents and resources to invisible competition of system,service and management level,and from unfair competition to fair competition.To avoid excessive competition and its negative effects,it is essential for governments at all levels to clarify their roles and adjust their behaviors;to protect citizen rights effectively and create competitive opportunities;to create a fair competitive environment and maintain competitive rules;to adjust economic development strategy,make appropriate social policies and adjust competitive results;to introduce competitive mechanism in government's own construction in order to improve government's efficiency and competitiveness.
