The requirement of middle-level cadres in higher education institutions has its particularity,which highlighted in the pursuit of personal glory,a vision of Job title,longing for material interests,promotion of professional ability,and respect from the leaders,teachers and students. Policy makers of higher education institutions must carefully study and analyze the characteristics of middle-level cadres' requirements,use immediate motivating methods of differentiation, institutionalization, trust and support to improve middle-level cadres' executive ability and work efficiency.
