A Review of Foreign Literatures on Non-tariff Measures

With the reduction in tariffs,non-tariff measures are increasingly becoming the major trade protection tools.The recent financial crisis and its aftermath have been breeding grounds for protectionist pressures.Consequently,academic circle has drawn closer attention to the study of non-tariff measures.Non-tariff measures include a wide range of items and are difficult to measure.In order to understand the effects of non-tariff measures on trade flows,export-led growth and social welfare and so on,this paper reviews and assesses definition,classification,measure method and database of non-tariff measures,aiming to supply reference for further research.
