Abstract
The essence of constitution is the rule of criminal law in the view of restricting power and protecting human rights.The basic meaning of rule conform value in constitution by contract of criminal law is to draw one clear boundary in personal freedom and national power.The realization of rule in criminal law needs ensuring independence of jurisdiction,finiteness of criminal law and the establishment of system of unconstitutional review.
