As an important constitutional principle in western countries,that sovereignty belongs to people,meaning citizen's supervision and participation in political activities,constitutes the essence and core of western democracy.Citizen's supervision right represents a series of systems in which sovereignty belongs to people in terms of a static structure while it a series of political participations in terms of a dynamic process.Citizen's supervision is a foundation of supervision system in western countries and a driving force for the effective functioning of supervision system and plays an irreplaceable role in in state's political life.
