Abstract
The paper discusses the position and function of urban community culture construction, and points out its content should include mentality, morality, ecology, science knowledge, external exchange and architecture decoration etc. and put forward basic points to develop urban community culture such as taking people as center, relying on community forces, utilizing history cultural resources and absorbing foreign successful experience etc.
