Abstract
In recent years, more and more private owners and public sectors choose to use design-build delivery systems in developed countries and areas such as Europe, American, Hong Kong et al. Design-build delivery systems have been successful into application from famous UK Channel Tunnel[5] to common buildings, roads, bridges et al. To the client, it is most needed to choose the best-value contractor (high quality, short duration, low cost) without doubt. This paper presents bid evaluation factors and two-stage bid evaluation model for design-build delivery systems by analysis of domestic and international bid evaluation. The client can use the bid evaluation model to select out the best-value general contractor according to his bid price,bid duration and technique level.
