International terrorism is the synchonizing political problem in the human social history,it has experienced three phases:the political terror method in ancient and medieval time,the modern terrorism,and the international terrorism in the contemporary world. The contemporary international terrorism has shaped internet in organization,its activity become more active with complicated intention and varied methods,both international economy and common people have been more and more being destroyed and injured because of the great disparate between poor and wealth in globalization,the sequela of the cold war,and the change of world political structure. Both consensus and difference in defining terrorism still coexist in spite of the preliminary climate of opinion against terrorism in the international socity. China ought to define terrorism correctly as soon as possible both in academia and politics in order to keep strategic initiative status in contemporary international situation .
