The Government Control Law or the Lawyers Rights Law——View on the New Lawyers' Law

Abstract
Comparing with 1996 lawyers' law,the new lawyers' law has great breakthrough in some aspects,such as legislative framework,the nature of the lawyers' profession,the organizational forms of law firm,and protecting on the lawyers' rights,ect.However,on the thoughts of the legislation,the new lawyers' law has still been settled as the management and regulation. The mission and responsibilities which should are given to state public power are given to the lawyers.Lawyers' activities are supervised and controlled by the mode of administration.And there are many legislative terms of supervision and management,such as no,do not,must,should,and ect,in the new lawyers' law.The quantity and the frequency of the terms in the new lawyers' law are more than that in the old law.Therefore,the new lawyers' law will still be looked as the government control law.
