Abstract

In this paper the current macro-background of regional planning at home and abroad is analyzed,the necessity to strengthen the policy and institutional design in the current regional planning is clear.At the same time through a comparative analysis of the new round of regional planning and the first round urban system planning after reform and opening,the characteristics of regional planning in the new era become clear,concerning the planning philosophy,focus,planning methods,and so on.Based on this the methods and countermeasures are discussed from policy and system design.Eventually it comes to the conclusion that it is the inevitable choice of the new times for regional planning to be based on policy and institutional design.
